But that's not quite true, is it? Quirrell seems to have had the job 
before Harry starts at Hogwarts, making the year he taught Harry his 
second year, minimum. 

Hagrid says in PS/SS:
'Oh yeah. Poor bloke. Brilliant mind. He was fine while he was 
studyin' outta books but then he took a year off ter get some first-
hand experience...
- never been the same since. Scared of the students, scared of his 
own subject -'

You could argue this means he took a year off before taking up the 
DADA position perhaps, but in which case, how does Hagrid know 
Quirrell is scared of his students, since this conversation takes 
place before the start of term?

I suppose having Voldy stuck to the back of his head all year counts 
as the jinx taking effect.
