Interesting idea, but I really don't think so. There must be a way to
control the Dementors and keep them from kissing the prisoners. Maybe
if there are enough of them to feed on, they don't feel the urge to
kiss. In the scene near the lake in PoA they were famished. How long
can a Dementor go without feeding? They had been stationed around the
school for almost a year or so.
