I've wondered that sometimes too! :-)

It would also explain certain discrepancies in the canon. The simple 
answer is that there are discrepancies (and even mistakes) in the 
facts as they have been reported to the author by her various 
wizarding sources, and maybe some bias and propaganda, too - some of 
it unintentional!

And quite possibly there are things about magic (and its relationship 
with Muggle science) that even wizards don't fully understand - and so 
JKR does her best to interpret what she hears, when she presents it to 
her Muggle readers! And some of it (especially the background) may 
even have been deliberately changed, again to protect the wizarding 
world! No wonder some things don't seem to make sense! :-)
