I think vaults which are next to one another go up in number by TWO, as with 
addresses on one side of the street vs. the other (odds on one, evens on the 
other).  That would make the vaults next to Sirius's 713 and 709, not 712 
and 710?

As to Harry's vault number, this from the Lexicon:
