Pippin:
There *is* a cult pledge. They swore "eternal loyalty" to their 
master, according to the Graveyard Speech. Why not a UV?

I can't see Voldie letting anyone stand over him with a wand. He
also wouldn't like depending on the vow to decide when it had
been broken any more than he would like depending on the
elixir of life. Also, if the vow kicks in  there may be no opportunity 
to find out exactly what it is the traitor's  done, especially if
it's possible to conceal one's intentions from the vow with 
occlumency until the treachery is actually committed.
