It turns out that I can't change other people's files.  Please go
through and do a search and replace to change "rule-breaking" to
"rules."  (Use CTRL + H)  Do it one at a time (don't hit "replace
all") because we don't want "rule-breaking" in the comment field to be
changed.

Nothing like making a lot of work for other people. :D
