All this is great!
I personally would go more for a more streamlined approach,
as `hulking' (nice word, Cindy) FAQ's will have necessary
shortcomings: they'll overlap constantly, and structure will probably
suffer, not to mention that it'll be more difficult for people to
find what they're looking for if it's all lumped together under one
broad headline.
In this current case, I'd say that separate FAQ's for the Death
Eaters and the WW Government would seem to be in order.
For government, we could take Penny's current FAQ, and add the other
items from Debbie's outline, with a few additions of my own:
The Ministry of Magic (UK)
1. Executive Branch (Fudge, Dept. of MLE/Aurors/Crouch Sr.)
1A. Department of Magical Law Enforcement
1B. Improper Use of Magic Office
1C. Department of Games and Sports
1D. Department of International Magical Cooperation
1E. Misuse of Muggle Artifacts Office
1F. Department of Magical Catastrophes (Fudge, Pettigrew's `suicide')
1G. Department of Mysteries
2. Legislative Branch (maybe some of the above offices/departments go
here?)
2A. Decree for the Restriction of Underage Sorcery
2B. What other decrees/legislation do we have in canon for this?
3. Judicial Branch (Council of Magical Law/Pensieve)
3A. Pensieve - public or private, trial or other hearings?
3B. Crouch as judge and prosecutor
3C. Azkaban life sentences only!
3D. Jailing without trial (Hagrid's short stretch, Avery gets off,
Karkaroff cuts a deal)
3E. Dementors as MoM Goons (guards at Azkaban, at Hogwarts, with
Fudge)
3F. Committee on Disposal of Dangerous Creatures
3G. Capital punishment / Dementor's Kiss?
3H. Condoned use of Unforgivables in the past
4. Equivalent Wizarding Govts.
5. International Government
6. Speculative Model for the Organization of the International
Confederation of Wizards
7. Relationship of Hogwarts to the Ministry (i.e. what Fudge will
talk about when he gets in touch with Dumbledore over the `running of
this school'/Ministry guidelines that still apply at Hogwarts:
werewolves, half-giants, countercurses)
Important questions:
Why isn't Veritaserum used more often to ascertain the truth?
Why isn't Priori Incantantem used more often to ascertain the truth?
Now, regarding Death Eaters, we also have plenty to work with, if we
take the remaining outline items and add some others:
1. DE Roll Call
1A. Known DEs; add more discussion (or cross-reference) for those
that have been discussed frequently, Who is Loyal Servant, etc.)
1B. Rumored DEs (Bagman etc.)
2. General DE Questions
2A. Who are the Death Eaters?
2B. Who are Voldemort's followers?
2C. Structure and organization (cells, etc)
2D. Death Eater Methods of Operation (secrecy, spies, masks)
2E. Recruitment (what motivates DE's? are they a cult?)
2F. Activities/Plans/Goals (break open Azkaban, contact the giants)
2G. Loyalty and competence (e.g., how come they couldn't stun Harry?)
3. DE Magic Theories Note, if we're talking about the Dark Arts
here, we could include it with the DE FAQ, or else start a new Dart
Arts FAQ as well. My take on this is that we don't know a lot about
the Dark Arts, so for now, we might as well include it with the DE's.
3A. Knockturn Alley
3B. Flesh-Eating Slug Repellent
3C. Flesh, Blood, and Bone
4. Dark Mark theories (GulPlum had a FANTASTIC post on the linguistic
origins of `Morsmordre' that would be great here!)
5. Power Boost theories I guess I'm in the dark on what this is
referring to so I left it here for everyone else. ;-)
So, based on all this, (and I'm sure there's more,) I'd lean towards
the separate FAQ's for each. Of course, I'll go along with whatever
the group decides.
I just think that the more specific and organized that we can make
the FAQ's, the more luck we'll have with reader response and
understanding.
