Doubtful. Such a policy, if there was one, would almost directly
conflict with the rarely-enforced five-messages-per-person-per-day
limit. We're encouraged to put as much together in a single message as
we can. Personally, I don't agree with that policy, and I don't think
it really reduces volume at all since one big messages takes as long
to read as five small ones, but it is the policy.
