Just to answer what MAY be the reasoning behind not including french:
1- Remember, the movies pretty dang long, and audio takes up a lot of space on dvd's, so maybe they only had space for 2 audio tracks(don't quote me on this, but it's a possibility), and leads me to this point
2- As far as french being the second most used language, I can't find any reference for that being true, but it certainly isn't within the United States- rather, the two most used languages within the US are English, and you guessed it, Spanish. with that in mind, marketing to the maximum amount of people would require including the maximum amount of versatility, hence spanish. As far as Canadian DVDs go, they are in fact region 1, so you could get one of those and play it in any normal dvd- this being set it stone. I work in a retail store that takes back pre-owned dvd's and yesterday i got a canadian dvd in, and it is in fact region 1(which is why i was allowed to take it back).
