Yeah, but a train chase makes "better television" (or movies in this
case)...

As has been pointed out, it could be levitation... And not even that
is necessary -- Just do _Wingardium Leviosa_ on the brush...

Nothing in the books about this, but it's established in the first
film that this skeleton is in the DADA classroom (check the scene
when McGonnegal pulls Oliver Wood out of class to introduce his
"new seeker"), so I'm making a wild guess that the Cornish Pixies
ravage it.

BTW, I think it's a dragon skeleton, not a dinosaur's... Though
they certainly seem to be suggesting that dragons and dinosaurs
are related... The dragon skeleton has a classic "archosaur" skull
(two holes behind the eye socket and one in front), and otherwise
resembles a sort of membrane-winged "raptor".
