Now me:
I've also been wondering about this. In the first movie (and the
first book), when Harry talks to the snake at the zoo, there's no
reference to hissing. In CoS the book, the voice Harry hears through
the walls is speaking English. It's only once he finds out that he's
a Parselmouth that there's any reference to hissing. So I'm guessing
English with a hissing accent, but only after the duelling club scene!

Well put! JKR doesn't tend to use a lot of descriptors, so I think
there is probably a wide range of highly individual perceptions of
what the characters look and act like. So the movie makers can't
possibly please everyone!
