Actually, the different costumes for
the tasks makes sense.  It's an
official event, where Harry IS a school
champion, thus he has to wear something
to that effect, almost like a uniform.
Yet traditional robes would make it
harder for him to complete the tasks
set before him (thanks but I would not
like to fight a dragon or do the maze
with my robes tangling about my legs as
I tried to move quickly).

In PoA it wasn't 'school' related, thus
more street clothes.  The events after
hours were what was important.  Here
it's the Tasks and the competition so
the official, yet non traditional
costumes.

Both outfits work for the tasks set
head of them.  The robe for the first
task it more formfitting and confined
so that it's not in your way.  The
second (well, third considering we're
missing a costume) is designed for a
maze where you have no idea what is
before you and may have to do some very
odd movements to get through, not to
mention a lot of walking.  It gives you
freedom.
