Yup, I read that and I don't have a problem with it -- they've had  to scrimp 
on special effects/CGI in all the movies so far.  If they can  save money, 
they can do better CGI stuff and so on.  I think it's a good  business decision. 
 I've read that a lot of films are moving out of England  and Scotland 
because the unions (I think that was the cause) have made things  too pricey in the 
UK.  The Scottish paper I read one article in was making  it sound unpatriotic 
to move the Potter franchise elsewhere, but if they add  fees/taxes/make wage 
demands (PoA was shut down a while due to a strike over  wages), then the 
producers have to make the wise business decision, going where  they can get the 
"most bang for their buck."  That's why so many American  TV shows are now 
filmed in Vancouver or Toronto -- Canada has made a deliberate  effort to keep 
fees low so that it's more inviting to film there.  The US  and UK should pay 
attention to that, or they'll just lose more business.   Many US films are shot 
in Rumania and elsewhere for the same economic reasons  the HP movies may be 
moved there.  It's just more cost  effective.
