Exactly. For a class project at Uni last quarter, I just finished researching location costs and one of the places I looked into was the UK (I just got the general average) and while once I converted all the prices to american dollars it was cheaper than the majority of US states it was still expensive and the tax breaks weren't quite as good as those in a lot of states. Eastern Europe and then New Zealand are considered among the cheapest and easiest to manipulate to suit you're film (Manipulate in a set kind of way not like take advantage of)
