OOPS! you are quite correct. Narcissa is referred to as having blonde 
hair but I don't remember that it specifies the color of blonde. With 
Lucius however, it is canon that he has have white blond hair.
It would be icky if they did look like brother and sister. 

An interesting aside: it should be noted that historically it was 
common place for royal families to "keep the royal line pure" by 
promoting marriage between siblings (Egyptian) and/or cousins 
(European). For example, Queen Elizabeth and her husband Prince Philip 
are cousins. (not sure how many times removed but both are decended 
from Queen Victoria and Prince Albert.
