Don't know where you heard that, but it's 100% incorrect. The trailers on
dvd's are for films the company putting out the dvd will be releasing. When
you watch the trailers on a harry potter disk, for example, they are all WB
or an offshoot of trailers. 
 
I have plenty of dvd's without trailers as well. Something that cost, on
average $1 / disk including packaging is not kept low in price because of
trailers. 80% of the cost is in royalties and distribution, 10% is profit
and the other 10% is the stores profit.

Actually Pat, you should be happy that they put all those trailers 
on your home videos because if they didn't it would cost a minimum 
of $100.00 to purchase a movie. They sell the spots on the videos 
so the moives can be sold at a cheaper price.
