Doesn't cost much if you're passing around one or two copies that
you've printed or are buying them in lieu of books. A lot of zines
had fan art with them which was a bonus reason to buy them.

Feedback happened. It was called Letters of Comments. They were
much more detailed than "Hi! Loved your story!" from what I
understand and are the basis of how to feedback in some fandoms
still. (Now called ELoCs) Your address could be included with the
story so people could send you comments or you could be reached
through the zine.
And on a side note, I'm personally not fond of published by a chapter
fics because you can't go back and edit later...

In an interview found on Scholastic's web site, J.K. Rowling's is
quoted as saying the following about fan fiction based on the Harry
Potter books: "I've read some of it. I find it very flattering that
people love the characters that much."
In an interview found on Barnes & Nobles's web site, J.K. Rowlings is
quoted as saying the following about fan fiction based on the Harry
Potter books: "Yes, I do. And I have been staggered by the response.
I only recently found the web pages devoted to Harry, and it was like
Christmas -- Christmas in August."
