Because they are busy not teaching the employees to make change? :-)

[begin nostalgic mini-rant]

Back in my days as a cashier, you had to know how to make change 
without some machine helping you.  You even had to know how to 
calculate 5% tax in your head, unless you wanted to strain your eyes 
looking it up on a tax table all day.  

These whippersnappers today are completely helpless if the computer 
doesn't tell them exactly the change to give.  Then they put the 
change on top of the bills in my hand, causing the change to fall all 
over the counter.  They just don't train 'em like they used to.

Cindy (who has had to drive all the way back to a store to have the 
electronic tag pried from her clothing purchase)
