Sounds very true! And there was that claim recently that two weeks or 
so before the first outbreak, the Ministry of Agriculture & Fisheries 
(MAF) was contacting wood merchants asking to buy large stocks of 
kindling wood.

There is also a claim (in Private Eye, so read into it what you will) 
that MAF knew of the problem in December last year and sent warnings 
in strict confidence to other European governments.
