Hugos last year (2001); voted on by fandom.  I wasn't
at that Worldcon, but I heard that the fans went wild,
and most of the pros yawned and applauded politely. 
There was a minor storm in the pages of Locus last
November from both fen and pros who weren't terribly
happy about it.

My own gripe about the Nebulas this year is that
Turtledove is absent. Ah, well....
