Looking on this website, I see the Nebula comes from the Science
Fiction **and Fantasy** Writers of America.
I thought part of the controversy about the Hugo was that it was
purely for scifi (which one would have to construe pretty broadly to
encompass HP)? It would be ironic if GF won an award for which it
really should have been ineligible and now doesn't even get nominated
for the genre to which it undoubtedly belongs.
