Part of the controversy revolved around this very
issue...but the rules for the Hugos specifically
include fantasy as well as 'main-stream' (and the
Goddess and Go donly know what *that* is these days!)
SF.  I guess nobody read the rules thoroughly before
taking pen in hand/keyboard in fingers/foot in mouth.

The substantial argument, presuming there is one, is
that their is a specific award for YA/children's lit
in the competition....and that is only one, beside
taste/artistic merit, that holds any water for me.

Also, as mentioned in a post to John, Hugos are pretty
market sensitive, and that might well have a major
part in this, too.

One real reason that Rowling's not in the Nebula
ballot is that she didn't produce anything last year,
absent her pamphlets.  However, the screenplay wasn't
nominated, either.
