I was just wondering where this came from.
You see, your use of 'V's where there should be 'U's leads me to 
suppose that it might from some kind of monumental inscription, where 
there are sometimes conventions for abbreviating words, which isn't 
terribly helpful if you don't know them. Similarly, medieval and 
later Latin monumental Latin is sometimes a bit different, I think.

But I've never seen an exclamation mark used in Latin of any vintage, 
AFAICR. Did you see it *quoted*? Could it have been added as a 
comment by the quoter?

And as it stands, according to my admittdly weak Latin, we have a bit 
of a problem with word endings. And we don't have a verb, or at least 
not a complete one (as in 'non confectus est'. which, together 
with 'sax' makes me wonder if the quote is truncated.
