I have seen some of those reports analysed to reveal that the MODE
average cost per student in the specific public system was lower than
in the comparison private schools, but the MEAN average cost per
student in the specific public system was higher because it included
the fantastically high costs of particular disabled students ... one
child was so disabled that even with an oxygen tank and a full-time
private nurse attendent she physically couldn't live in a classroom,
so the school district (under the non-discrimination law requiring
the taxpayer to pay for a "free appropriate public education" for
EVERY child) had to pay something like a hundred thousand dollars a
year to house/educate this child in a specialised school/hospital ...
