In the UK, when The Simpsons is shown on BBC2 (which has no
commercials) it's given a 20m slot (although I'm pretty sure I read
somewhere that they make each episode a couple of minutes too long and
then cut in to around 21 minutes - which is why they have extra
scenes).  That leaves nearly 10 minutes for commercials in a half hour
time slot.
