It varies by state, but in my state (California), when I went to school (loooog ago), Driver's Ed was a required course in High School. Driver's Ed was rules of the road, which took about 1 week if you go slow, and the rest of the year was "health" (sex ed). About one month of the course was over-the-road training which meant we all went to the similator room and drove on training simulators with one teacher for 30 students. As this was just part of the regular High School curriculum, it was free.
 
License tests are provided for free by the state, and you can take it as often as necessary to pass.

Just checked this up - in the UK the theory test is £20.50 and then the
actual practical test is at least £39 (it's more if you want weekends or
evenings or if you're retaking it after being disqualified).

Plus usually you'll be taking it in your instructor's car so that's the cost
of an hour's lesson on top of the fee - when I first tried learning (ten
years ago) that was about £10-11, plus of course there's the cost of lessons
beforehand, at least ten usually, so at least another £100. Good grief! How
does anyone afford it I ask myself. *sigh* Fortunately I was given lessons
as my 17th birthday present and my dad says as far as he's concerned that
means lessons until I pass so he's going to pay again. But wow - I hadn't
realised how much it all cost!

What about in the US, bboy_mn, how does the cost break down there?
