That's true, at least for Germany, where I grew up and
fortunately passed the driver's test the first time.
The lessons alone came to about 800 Deutsche Mark (1977), not
including the costs for the written and practical tests.
You can't learn from your parents, only from a licensed
teacher.
My whole first month's wages went for the license.
We also had to be able to change a tier, navigate a parking
garage, the Autobahn, drive at night (not for the test,
during the lessons)...
Then I had to do another test over here in Oregon, because
they wouldn't accept my German driver's license :}
I made one mistake several times, which was stopping before
a train crossing, which is something you have do in Germany,
but fortunately it didn't make me lose too many points.
I hated both tests, and was shaking and scared. I hope to
never have to do it again!
