The protective spell was needed because Harry didn't have any living 
relatives other than Petunia, we have no way of knowing if the spell would been needed 
if Harry had living paternal relatives.  

I tend to believe that JKR is being truthful when she tells us in Book 1 that 
the Dursleys are Harry's only living relatives.
