Banned Books Week - question

Joining this debate a little late, but getting back to Harry and JKR -
 the wizarding world obviously feel there is a need for certain 
literature to be restricted - I want to know who decides on the 
content of the restricted section in the Hogwarts Library?  Would it 
just be Dumbledore, all the teachers or the Governors?  Surely 
someone like Lucius Malfoy would want his children to learn about the 
dark arts as part of a full education.
