One way you might be able to find out is by contacting the area through a
ham radio operator.  If you go to the www.arrl.org website, you might be
able to find resources to lead you to a local Amateur Radio club.  From
there, you might be able to find someone who works with the passing of
messages (we call it "traffic") who might be able to help you.

The Amateur network is pretty extensive and often involved with Emergency
Management things.  I'm the local radio officer for my town's Office of
Emergency Management.

Can you write to me off list, and I'll try to help you.  I can't guarantee
anything and I won't, but I do promise to try to help you.
