I think it's Libatius, as in "libation." Here's Merriam-Webster's
online definition and etymology:

Main Entry: li·ba·tion
Pronunciation: lI-'bA-sh&n
Function: noun
Etymology: Latin libation-, libatio, from libare to pour as an
offering; akin to Greek leibein to pour
1 a : an act of pouring a liquid as a sacrifice (as to a deity) b : a
liquid (as wine) used in a libation
2 a : an act or instance of drinking often ceremoniously b : BEVERAGE;
especially : a drink containing alcohol

I think JKR is using sense 1a, with a suggestion that Libatius brewed
and drank a little too much borage wine--or some such JKR-style joke.
Note that Potions Master Snape brewed nettle wine as part of the
riddle in SS/PS.
