Oh, that'd be brilliant!  I'm not clear -- do you need info on the
steps to take to create a group, or rather if there's any entailed
in creating a new HPFGU regional group?  For the latter, there's no
official whatever <g>, just go right ahead and create your group, 
let the elves know the URL so we can add it to the links on main 
(and eventually the Portkey; a bit more involved to update there 
<g>), then you can announce the group.
