The problem is, OTC IS the place to put them.

There is no "on topic" for OTC, it has always been anything and everything the list members wish to discuss so long as it's legally allowed and follows Yahoomort's terms of service.  The list was spawned as an off shot to keep the main group (HPfGU) clear of off topic messages as our list members were growing by leaps and bounds at the time, and such messages created a lot of clutter to sort through.

Now granted, I haven't been an elf for quite a few years now, but I have never recalled seeing a rescind in this rule (and if I missed it, I would have assumed a name change for the list, as OTC is misleading).  While some HP things are discussed here, more often they are done on HPFGU or HPFGU-Movie (depending on the media involved), if in-depth discussion is your interest, those are your best bets.

Fun fact: we used to have HPfGU-Food as well (and I just showed how long I've been a member).
