The girl cockatiel I already have was bought directly from a breeder
at a birdshow. I bought her because she was the most talkative (just
general bird jibber at the time) out of the bunch, and sure enough,
she learned to speak words... whenever she feels like reminding me she
can say words once in awhile. ;-)

However, what happened the day I bought her was the breeder flipped
her upside down and the bird choked back up water she had recently
swallowed. :-\ While I did want to inspect the bird's underside to
see if she was recently sick or any other digestive problem--thus, her
light grey feathers would've been stained--I wasn't expecting the
breeder to completely flip her upside down (she could've been held
upright to where I could see her underside area). Accidental way to
scare a young bird before I buy her, I know, because the breeder is
registered with the American Cockatiel Society and all the birds she
presented looked fine... but jeez, it's no wonder this bird doesn't
like people touching her.

I still haven't decided on the two cockatiels from the pet store.
*If* I'm going to spend the extra money, I'd probably like to see how
both react to a pet store employee handling them and ask further
questions.
