Apparition is like driving...you have to be a certain age to do it legally.
As far as the Weasleys preferring floo powder, well, that's only because
they are traveling with those under 17 and, no doubt, doing a Side-Along
Apparition with so many kids would be very tricky.
Need? Depends...just like having a car, is that a need? It can be either a
need or luxury, depending on circumstance or situation.
Also, in GOF, there is plenty of apparating going on...Bill, Charlie and
Percy coming out of the forest after apparating; Ministry folk apparating,
Mr. Weasley apparating to and from work.
It's a fast and "normal" form of transportation, but, as I say, it, like a
car, requires legal age and a "license."
Now, question for the Brits out there: Are there government sponsored
driving courses? If so, it would naturally follow that the MOM would have a
MOM-sanctioned course, true? :-)
