Well, you can trick it by doing a Reply, then changing the encoding to see
if something readable comes out. The other tac is (and I don't remember if
Outlook Express will do this as I am an Outlook user) in the message you're
reading, in the edit menu, is there an option to "Edit Message"? If so,
then you can go in and change formatting and encoding and such.
