Question on the Protection Wards

Hello all, I have a question regarding the protection wards for 
Harry.  I'm not entirely certain how it all works.  I know Voldie 
can't get to him during the summer due to the blood protection but 
does that extend to the Death Eaters? Is he only completely safe when 
in the house or is he safe too when outside in the neighborhood?  
Considering the Dementor attack, I think not but if that's the case, 
then what's stopping Voldie from having a few of his death eaters take 
harry out when he's outside the house? Surely, they know where he 
lives, couldn't be that hard to locate him.  Umbridge did.
