It's not that Harry's off limits from Voldie in the summer; it's that 4
Privet Drive is off limits and Harry's there when it's summer.
The protective ward is on the place. Think of it like the game of Tag
where the person who's It (Voldie) can't touch the person who is Not-It
(Harry) when the Not-It person (Harry) is at Base (4 Privet Dr).
However, if the Not-It person leaves Base, then Not-It can be touched
by It.
There is evidence to suggest that Harry's Base may include the
surrounding neighborhood. But the ward is strongest, I would guess, at
his aunt's.
Umbridge may have gotten the information on Harry's address because
she's high up in the ministry or because she was in Fudge's confidence.
As far as Dementors go... they are magical creatures with their own
magical rules. The protective ward on the residence (which was able to
be placed because of a tragic/unhappy loss) is not the same as the
Patronus Charm which requires happy thoughts.
But I believe you are right about the DE's being able to find where
Harry lives especially when Lucius was hangin out at the Ministry. But
even if the did/do know, I don't think they can do anything directly.
Did Voldie ever say he didn't know where Harry was? I don't think so
but I'm not near my books. Maybe he does know, but can't do anything
about it. Which suggests to me that if /he/ can't do anything, then
neither can his lackies. Again, directly. If they thought outside the
box like Umbridge, maybe Harry would be dead long ago.
