When you say "the government"  whose government do you mean?  Do you
mean the US Federal government?  The government of some other nation?
  Also, can you link to somewhere to back up your claims that this
"government" has in fact done this.  Not that I don't believe you; but...

Also, the government "has told.... that they should..."  Just how
forceful is this requirement?  "Told"  vs. "should."  You see, if
someone tells me to do something I feel like I have to, if they have
that authority.  If they say I "should" do something I feel it is
optional.

Very curious about this.
