While The Narrator always uses past tense, the author of the book on 
Bathilda does not. So it's another voice, another person "talking", 
therefore switching between past and present is absolutely ok with any rules

for writing.

Having not read the book in a long time now, I didn't realize the quote was
from a book in the book!!! I was taking the line, or even the paragraph in
the context that it was JKR narrating not another book being "quoted" in DH.
