Steve, Fuse wire comes in 2 types.. the type with a built in fuse that 
blows, thus opening the circuit and thus not allowing the current to flow. 
The other type is designed to melt at low temperature, to do the same thing, 
causing an open to occur in the circuit, so that power does not flow.
