If nothing else, the obviously completed "deleted" scenes should have been
included, the can be viewed separately.
As for completion, my presumption is that the damned things sold so badly
that they didn't bother to invest the money in the remaining films. They
didn't market the ultimate editions at all, none of the stores near where I
live including Target & Best Buy even had the first two films (target had a
$9.99 single disk extended DVD -- no blu-ray --). If they would have sold
I'm sure that just like LOTR they would have invested extra money on
post-production.
I wouldn't compare it to Avatar because there's two extended versions, the
one Jim Cameron wanted to release that was in the second theatrical release
the third was specifically more of a work-print that simply put most of the
filmed material in as a curiosity to be viewed.

I don't know why WB didn't include extended versions of PoA & GoF
in the Ultimate Editions, but I have speculated about this after watching
the extended version of Avatar. There are a lot of deleted & incomplete
scenes in Avatar. The incomplete scenes are in various stages of
completion. None of them are included in the extended version, which
includes all of the completed deleted scenes. This lead me to wonder
if WB regards the deleted scenes in PoA and GoF to be insufficiently
complete to have been included in an extended version.
