In the US, Americans refer to the ground floor as the 1st floor. However,
in many European countries - England included (I know because I was there
on vacation last June) - what we consider the 1st floor, they call the
ground floor. So our second floor would be their 1st floor. So in answer
to your question, yes, from our way of looking at things, she would be
on the second floor.
