Maybe, in a way, owls are more reliable than magic. Perhaps an
inexperienced witch or wizard might accidentally send a message to a
Muggle while using magic to do so, causing no end of headaches for the
Ministry, and with an owl there's no danger of that. Also, with magic,
there's always a possibility that a Dark Wizard (or any witch or wizard)
might be able to magically tamper or intercept a message.

In CoS, it's stated (by Fred Weasley, I think) that house-elfs have their
own, powerful magic -- maybe that's the case with owls as well. After
all, Hedwig was able to find Hermione to get Harry his b-day present,
and Sirius' owl was able to find Harry.

Speaking of Sirius, that could also be the reason the Ministry couldn't
catch him via owl -- owls use their own magic to travel from place to
place, and they're very hard to track. ???

I can't wait for book 4 either! I received an e-mail from Barnes and Noble
saying that they're going to rush me my book. I'm hoping that means I'll
get it the day of July 8! I can't stand much more of this waiting!!!

BTW, in case any of you were wondering about my profile (and why it now
says ND when it previously said WY) -- I'm originally from ND, attending
college in WY, and I just got home. :)
