Well, I think it's something along the lines of this: They didn't actually
cast the magic themselves, so it's technically okay.

Hey, after all, in Dungeons and Dragons or a fantasy book a fighter can
use a magic sword, but that doesn't mean he enchanted it.

You're right about the bureacracy though. I wonder if muggles have so
much by learning it from wizards, or if it's just natural to some kinds
of humans to like such inane complication. :)
