This is a good question. I guess it is when he is with the Dursley's. In
PoA the Weasley's escort him to the station because of the threat posed
by Sirius, so this suggests that there is no other protection on him
than when he is with them.

harboring the prime target of a really evil villain all these years --

But it will have no effect on them as Voldemort says he can not attack
Harry while he is with them. I am not sure how anti-Harry the Dursley's
are. They still pick him up at the end of the year and they still
communicate with him, well about as well as they ever did.
They must like him a little as they have not put him in an orphanage or is
this that have been bribed to do so. At the end of the day they just seem
to be trying to get as much out of him for as little as possible input.
