My first thought in reading "The wealthy man who owned the Riddle House
these days neither lived there nor put it to any use;" was of Lucius
Malfoy.

Lucius Malfoy had given Ginny Tom Riddle's diary in CoS and Dumbledore
told him, "I would advise you, Lucius, not to go giving out any more of
Lord Voldemort's old school things."

If had Tom Riddle's old school stuff, I can see that he would have wanted
the old family house and land. After all, this is were Lord Voldemort
started his carrer with the Dark Arts.
