Does this call for speculation? If so, I *guess* there's smuggling
involved, as well as importing dragon parts from overseas. Why is
dragon-farming illegal anyway? Because dragons are too dangerous? That
doesn't really make sense, because whoever's able to raise dragons in
captivity should be capable to handling them (or perhaps they need to
be licensed first?--but then again, I think I'm beginning to think like
a Muggle again!)
