Yes... Wizards of the Coast Inc have the license for producing collector
cards, so expect there to be Pokemon like cards out at some point.

And could do the reverse for HP. Pokemon is a cartoon - children are
shown the pictures of the characters. HP is a book... readers use their
imagination to picture the characters - they don't want Warner Bros
or someone it's given a license to producing things which show someone
elses imagination's picture of the characters. Do they?

I can't see how these cards could work - as the characters do not have
faces... we do not know what many characters look like.
However, I am not against cards - I think something could be done,
while still encouraging imagination, and could even be made into a game
requireing a level of skill to play.

Do you work in marketing? I do sort of, so I can't complain... but I
think a series of cards for each year at hogwarts is going a bit far -
and what would be on the cards exactly?

Well, you've got my view. Not highly in favour - though I would support
a card game that was educational and which would develope the players
imagination.
