Hogwart's is there for students from Britian and Ireland (confirmed in
the interview I mentioned). Also Seamus is Irish.

This is at the Quidditch final in PoA. It says 'Behind the Slytherin
goalposts, however, two hundred people were wearing green; the silver
serpent of Slytherin glittered on their flags, and Professor Snape sat
in the very front row, wearing green like everyone else, and a very
grim smile.'
It does not say that they are all students. Some of could be parents or
former members of the house. Homecoming game is the phrase that someone
used, I believe.

70 students a house and a few teachers gives about 300 people in total.
What constitutes big? It sounds as if each of the students has plenty of
space during a feast to spread out. You would need a table of at least
20 metres for 70 students. Add another 5 metres for the teachers table
and another 5 metres to give room to wander easily between the table.
This gives a room of 30m by 25m, which means nothing to me but sounds
fairly big. Remember the description if being made by an 11 year old
who has spent most of his time locked in a cupboard.
The dining hall at my college seats about 150 max and is 10m by 20m and
to do this is very cramped. Cramped is not an impression I get from the
description of the Great Hall at Hogwarts.
As to the small population - I do not have a clue!
